Soto was an Operations Specialist Seaman Apprentice assigned to the USS Pinckney (DDG 91) which is home-ported at Naval Base San Diego. He enlisted in the Navy just last year in October 2023, and was from New York, the Navy said. Thank you for your service & RIP.
